Project Announcement: Enhanced Contracting Tool for Maintenance and Sustainment Activities – Phase II

The US Department of Defense is partnering with industry and academia on a multiphase CTMA initiative to establish and demonstrate a novel contracting tool that can quickly and effectively segment past performance on certain support actions and provide actionable information to segment specific line item numbers into different risk adjusted Contract Line Item Numbers (CLINs). Specifically, the initiative will demonstrate the ability to develop a risk assessment and incentives optimization tool for highly complex maintenance actions; and introduce improved contract management actions to create value, reduce cost, and increase mission success.

In the second phase, the industry participant will support the government in the accomplishment of the implementation plan developed in the first phase. Specifically, the objective for the second phase will be to:

1) establish the structure and function of the working group and support all working group efforts leveraging prior analysis, as needed;

2) recommend additional contracting methodologies to effectively allocate risk across all parties based on working group discussions, and

3) test that the agreed upon contract framework / geometry will efficiently allocate risk to the benefit of both the government and industry partners.
