Business Improvement Process for Maintenance & Sustainment – Phase II

Problem: The Air Force budgeting community has poorly integrated business processes and an inefficient programming and budget formulation environment.  Therefore, the Air Force leaders have recognized the need for comprehensive, transparent, accurate, and timely financial information in support of program budget and resource allocation decisions.  Based on detailed market research, including an Analysis of Alternatives (AoA) and Preferred Solution Analysis (PSA) and the outputs of  
Phase I, the Air Force has narrowed its materiel solution down to a COTS product (Oracle Enterprise Performance Management) expected to require minimal development to meet functional requirements.

Benefit: Having an integrated planning, budgeting, forecasting, reporting, analysis and consolidation tool available will result in higher quality, lower cost products being offered on a timely basis to general consumers.  The results of this initiative could be leveraged across the DoD maintenance and sustainment communities to inform the study of budget formulation capabilities that are less labor-intensive and to provide timely, accurate, and complete information to the decision makers.

Solution/Approach: Phase II will leverage the deliverables of Phase I, namely the Data Architecture and Systems Design specification, to perform further sensitivity analysis to verify the COTS product can effectively support additional data sets managed by the Air Force.  This includes support for Overseas Contingency Operations (OCO) data, and the ability of the solution to provide lifecycle cost analytics using five full years of historical data.
