PURPOSE:  To provide market research by requesting “Whitepapers” for engineering services to reverse engineer items listed below.  The whitepaper should include:

  1. Company Information
    1. Description
    2. Capabilities
    3. Cage Code
    4. DUNS Number
    5. Verification of form 2345
  2. Estimated Cost
  3. Project Lead-time

Project Deliverables:

  1. Complete Technical Data Package
  2. Prototype(s)

Seeking alternate sources for the attached list of DLA managed items.  Please send all Whitepapers or inquiries to POC list above.

The government cannot guarantee the company performing a reverse engineering service the follow-on production /manufacturing contract.  However, follow-on acquisitions for manufacturing/ production may be competitively solicited on Federal Business Opportunities (FBO) at FBO.gov and companies providing reverse engineering service may submit a proposal.

This is a RFI announcement.  This is not a solicitation for proposal; therefore, a solicitation number has not been assigned.  No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information requests.  This RFI is issued for the purpose of collecting market research, solely for informational, planning, identification of capable sources/recommended strategy and if this effort can be competitive or a Small Business Set-Aside.  The information provided in response to this RFI is for discussion purposes and any potential strategy that may be developed from these discussions would be the subject of a separate, future announcement.

The information received in response to this RFI will not be shared with competitors but may be utilized by the government in developing an acquisition strategy, and requirements documents (i.e.; Statement of Objectives, Performance Work Statement (PWS), or Purchase Description). Respondents should not submit proprietary data.

The Air Force requires that only non-proprietary information be submitted in response to this RFI.  The Air Force shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted.

A determination by the government not to compete this potential acquisition, based upon responses received to this notice, is solely within the discretion of the government.  Information received will be considered solely for the purpose of ongoing market research.

The government will not pay for any information submitted as a result of this RFI.  A response to this RFI is NOT a request to be added to a prospective bidders list or to receive a copy of the solicitation.  If a solicitation is issued, it will be posted later at https://www.fbo.gov and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.  This RFI shall not be construed as an obligation on the part of the government to acquire any products or services.
