The U.S. Army is interesting in adopting an automated, cloud-based software system for talent management to reduce reliance on offline spreadsheet files and manual data entry. The ideal solution is a consolidated system with consistent user interfaces for managing different types of personnel (e.g. active duty, reserve, civilian, etc.).
The Army currently uses several human capital and talent management systems, dashboards, and tools that are specialized for a single personnel type, at the exclusion of the others. This limits its ability to meaningfully track and compare the skills, experience, and performance of its personnel as a whole, creating inadvertent blind spots and increasing the labor and time costs of evaluating performance and making promotion and assignment decisions.
