Streamline Use of ENABLE – Energy Savings Performance Contracts (ESPCs)

The Assistant Secretary of the Air Force for Installations, Environment, & Energy (SAF IE) is committed to increasing the energy assurance of Air Force (AF) installations. Energy assurance technologies are growing in complexity with evolutionary vulnerabilities, such as cyber-attacks, and unknown sustainment and maintenance requirements. Installations must submit proposed ESPC projects to the Air Force Civil Engineering Center (AFCEC), through its respective Major Command (MAJCOM) and the Installation Management Support Command (IMSC) for vetting prior to any formal engagement with an energy service company (ESCO). This approach relies heavily on installation-level expertise to understand ESPC mechanics and be able to navigate the bureaucratic processes.

The purpose is to demonstrate and institutionalize an approach to utilize the Department of Energy’s ENABLE-Energy Savings Performance Contracts (ESPCs) to permit the AF to pursue an enterprise-wide approach and leverage skill sets across the Service by developing new processes for implementing performance-based contracting. The Air Force is committed to contributing to the Presidential performance contracting challenge and sees the ENABLE ESPC program as a key component of its strategy to open the aperture of the Air Force’s ESPC initiatives to its smaller installations.
