Problem: Like private industry, the Department of the Army remains unable to access and use reliable data for decision making because many antiquated, legacy systems are being used despite new technology deployments and because business processes have not been re-designed to take full advantage of the new technology capabilities. These same problems plague the commercial industry, and negatively impact the general public end users.

Benefit: The initiative is intended to demonstrate how the commercial market, working with Army Material Command, can bring new innovative business processes and technologies to reform the enterprise by taking advantage of emerging technologies to become more agile, improve efficiency and effectiveness, reduce costs, and improve mission success. The Army Working Capital Fund (AWCF) process can be used as a surrogate for solving the identical problems faced by the commercial industry.

Solution/Approach: This initiative will develop strategies for the task areas identified, develop roadmaps with a Plan Of Actions and Milestones (POA&M) and an Integrated Master Schedule (IMS) of Corrective Action Plans (CAPs), and execute the initiatives identified. Strategic communications will be conducted throughout the process.
