U.S. Army Business Improvement Process for Maintenance & Sustainment

Problem: Army leaders have recognized the need for comprehensive, transparent, accurate, and timely financial information in support of program budget and resource allocation decisions, especially when it comes to maintenance and sustainment issues. One of the main concerns is the need to improve strategic management of Army programs, compliance reporting, and performance assessments of budgetary processes.

Benefit: New budgeting and planning software tools like those being developed in this project should result in a model for general public to follow that, when fully implemented, will benefit the end consumer both directly and indirectly. The results of this initiative could be leveraged across the DoD maintenance and sustainment communities to inform the study of budget formulation capabilities that are less labor-intensive and to provide timely, accurate, and complete information to the decision makers.

Solution/Approach: The Army believes that, by adopting industry standards and commercial business best practices, it could achieve the same benefits as other DoD agencies using a commercial-off-the-shelf (COTS)-based enterprise budget formulation solution. Based on market research, the Army has narrowed its materiel solution choices to COTS platforms believed to require minimal development to meet functional requirements. Hands-on training and understanding of the benefit analysis of the COTS platform through integrated review of process models, business use cases, capabilities, and scenarios will provide both the general public and DoD deployment options necessary to support their organizations.
