Problem: Maintenance depots are government-owned and operated industrial installations that maintain, overhaul and repair a multitude of complex military weapons systems and equipment for the DOD. They are essential to maintain readiness for the DOD. In April 2019 the U.S. Government Accountability Office (GAO) released a report to the Committee on Armed Services, U.S. Senate detailing the actions that were needed to improve the poor conditions of facilities and equipment that affect weapon systems, maintenance timeliness, and efficiency.
Benefit: This initiative will use the Navy FRC’s as a surrogate to demonstrate how using emerging best-in-class engineering modeling, simulation and management tools can help modernize aging manufacturing and maintenance infrastructure to the benefit of the general public. Key outcomes and benefits of this suite of engineering management tools can be shared and applied across the commercial manufacturing industry, the automotive industry, commercial aviation maintenance, repair and overhaul (MRO) and other commercial manufacturing environments.
Solution/Approach: The objective of this initiative is to develop and validate a process to conduct Non-Recurring Engineering (NRE) and to tailor and assess the value of a best-in-class commercially available Production Engineering Analysis Tool. This tool will automate the identification of beneficial equipment upgrades and any associated facility modifications necessary to support equipment optimization. It will simulate the impacts of the industrial equipment and facility layout variations on key production parameters to provide a Return on Investment (ROI) for each item identified.
