Infrastructure Analysis and Optimization Plan – Phase II

Problem: All across America, manufacturing plants are aging, becoming inefficient and costly to production. The U.S. Military has many of these same aging infrastructure challenges present in the commercial industry. There is a need to revitalize and modernize these facilities in order to remain competitive across the globe.
Benefit: Key deliverables from this initiative will lend themselves to transition to the commercial industry and the public sector. These deliverables will provide the commercial industry a model for developing and leveraging similar decision analysis tools that will improve overall facility efficiencies and profitability following modernization.
Solution/Approach: This initiative will use the Navy FRCs as a surrogate to demonstrate how using emerging best-in-class engineering modeling, simulation and management tools can help modernize aging manufacturing and maintenance infrastructure to the benefit of the general public. The Phase II effort will primarily be focused on: 1) identifying equipment and process solutions that increase throughput and quality; 2) identifying optimal courses of action across the enterprise; 3) developing a model for all airframes at each Fleet Readiness Center (FRC); 4) continuing to optimize the physical layout of the FRCs with new equipment; 5) evaluate opportunities for enterprise equipment standardization for optimal efficiency and effectiveness, and 6) evaluating the benefits of a fully digital shop floor production environment.
