Retail Supply Chain PAAS Integration Initiative

Problem: Private sector Enterprise Resource Planning (ERP) implementations as well as those developed specifically for the Department of Defense (DoD) have proven to be challenging at best in delivering a required Portfolio Solution in the replacement and modernization of industry and DoD business systems. This is all too prevalent within the DoD Services Supply Chain Management Implementations to date. While they were designed and projected to be fully integrated and interoperable across the Services, that has not been achieved.

The government and industry alike require an agile ERP software design that leverages two recent initiatives conducted under the Commercial Technologies for Maintenance Activities (CTMA) Cooperative Agreement titled the “Master Data Management Solutions” and the “Platform as a Service (PaaS) Enterprise Logistics Data Warehouse Review and Evaluation Proof of Concept”.

Benefit: The end state will be a fully integrated Supply Chain for all classes of material integrated into an ERP system that provides full global visibility and results in decision support analytics across disconnected operations. This will be the ideal model for private industry as well as other DoD entities.

Solution/Approach: The proposed solution is a multi-phase initiative that incorporates the lessons learned from two previous CTMA initiatives mentioned above and to develop an effective PaaS Enterprise Logistics System that can be used by the Marine Corps as a demonstration for further deployment within DoD and as a model for industry. Additionally, the initiative will incorporate all training and sustainment lessons learned within the Marine Corps Field Supply & Maintenance Analysis Office (FSMAO) ensuring there is a trained workforce throughout each Phase of the project.

This initiative will be Phase I which will consist of a post Expeditionary Logistics Wargame IX replacement and fielding of selected Requisition, Inventory and Distribution/Transportation Management and Logistics Command and Control capabilities represented within the MAGTF Logistics Support Systems (MLS2) portfolio. Also included in Phase I will be the Auto-Generated Technical Documentation based on the Solution Code Base.

The objective is to use the GCSS MC ERP system as a demonstration of how to make required enhancements to improve and modernize the system that satisfies the needs of an enterprise whether public or military in natures.
