Abstract:

The National Center for Manufacturing Sciences (NCMS) will conduct an Industry Day to discover currently existing capabilities that support Expeditionary Fluid Assessment in order to afford maintenance units, both deployed and in garrison, the ability to screen and analyze fluids (lubricant and hydraulic) in ground vehicles and equipment.

In the existing time-based maintenance philosophy generally enforced within the military, lubricating oil and hydraulic fluid are changed on a rigid schedule regardless of condition. Studies have shown that across the DoD this results in millions of gallons of serviceable fluids being changed and discarded. The excess costs of this policy include the cost of the oil, cost to dispose of the removed fluids including the environmental impact, unnecessary labor and transportation costs. Centralized oil analysis programs, principally aimed at detailed fault detection for aircraft, have proven inappropriate for ground equipment and weapon systems.

NCMS seeks to find an off-the-shelf device that enables the ground equipment maintainer, at the point of service, to quickly and reliably determine the quality of the fluids, in order to determine whether a change is necessary. This device must be able to analyze fluids for selected properties and provide the user with a go/no-go decision. The device must be portable and suitable for use by maintainers in the field. It must be self-contained and possess the ability to connect and upload data to an information system.
